Rental Registration - September 2024

Starting the week of September 23, 2024 the Pasadena Rental Stabilization Department (RSD) under the guidelines of the Pasadena Rental Housing Board (PRHB) are sending out billing and registration letters to property owners in Pasadena. It is important for you or your property manager to complete this registration prior to December 22, 2024 or you may not be able to legally collect rent in Pasadena.

In addition to the information about your property, the ownership details and current rental information, you are required to pay a fee of $214.71 per dwelling. This is the fee created by the Rental Housing Board to fund their operations and expenses. More details of what they are spending money can be seen at this link.

The registration of your rental property requires ownership information, details about the current rental rates, move in dates, included utilities and more. I was told that at some point in the future, they will allow for batch processing for larger properties but for now, each rental unit must be uploaded individually.

As Pasadena enters the new era of rental controls under the appointed board of tenant right’s activists, it is important for all property owners to understand the 3 critical elements of Measure H/Charter Amendment Chapter 18.

1) All rental properties must be registered on an annual basis with fees paid in order to legally collect rent.

2) Rental rates increases for any apartment or home in multi-family properties are limited to 75% of the annual inflation rate and are set in September of each year. For 2023/2024 that amount is 2.75% and for 2024/2025 the allowed increase is 3.0%. This will likely trend down over time as we exit from the inflationary periods after COVID.

3) All rentals are subject to Just-Cause eviction protections that limit your ability to ask a tenant to move from your property without ‘just'-cause’ or paying a significant relocation fee.
