Relocation Process and Fees (2023)

As of September 28, 2023, the City of Pasadena Rental Housing Board created a payment schedule for relocation fees due to a tenant of any rental housing in the city that is graduated depending upon a number of circumstances of the tenant. Note that this set of payments applies to ALL rental housing, even those rentals that are not subject to the rent stabilization rules from Measure H.

The basic rules if a property owner wishes to ask a tenant to move include a series of notices, a payment upfront and a period of time for the tenant to find suitable housing and move. These payments range from approximately $7,600 to well over $35,000 depending upon a number of factors.

For example, with a tenant that is living in a one bedroom apartment for less than 3 years and is under 60 years old with no children, the payment will be $8,406 plus administrative fees:

$6,903 Base payment

$1,503 Moving Expense Allowance

$ Unknown fees for counseling services and RHB fees (has not been established as of 8/2024)

$Amount of of full security deposit

For a family with children living in a 4 bedroom home, the fees get much higher. Assuming they have been renting for 10+ years, the payment will be $37,598 plus administrative fees:

$20,665 Base payment

$12,399 Special Circumstances

$4,534 Moving expenses

$ Unknown fees for counseling services and RHB fees

$ Amount of of full security deposit

The RHB provided these initial guidelines in a 2 page information sheet in early October 2023. An image of that bulletin is shared below and the original link is available here:
